Stan Twardy was quoted in CT Post article, "Arrests of Perez, Dunn raise concern that FBI probe is just the beginning." Bridgeport, CT Personnel Director David Dunn and then-Acting Police Chief Armando Perez were arrested on charges of conspiring to rig the search for permanent police chief to Perez's benefit and lying about it to the FBI. Evidence in the complaint included an October 17 phone conversation, where Dunn allegedly tried to convince an unidentified panelist to ensure Perez was among the three finalists sent to Mayor Joe Ganim for consideration.
Former U.S. Attorney for the District of Connecticut and current Day Pitney Partner, Stan Twardy, explained, "it is common in investigations to charge individuals in the hope they will cooperate against others. So if...either Perez or Dunn decides to cooperate with the government, there could be more." Twardy noted he was impressed with the level of detail contained within the complaint released Thursday, saying, "I don't know I've ever seen a complaint as detailed as this in a long time, if ever. It's possible the government wants somebody to know how much information they have. Who that is I don't know."
