Overview

Joan counsels energy and utility clients on a broad range of regulatory, compliance, transactional, contractual, and litigation matters. She represents clients in proceedings before the Federal Energy Regulatory Commission (FERC) as well as in matters before state and local administrative agencies across New England. Joan is also a member of the team of lawyers serving as general counsel to the New England Power Pool (NEPOOL).

Joan advises clients regarding the Federal Power Act (FPA) and the Natural Gas Act (NGA), as well as related federal and state statutes. In addition, she prepares FERC applications and compliance filings and conducts regulatory due diligence for developers and investors.

Joan’s practice also includes advising cable, telecommunications, and water companies on state regulatory issues, and representing renewable energy developers in state siting and permitting proceedings.

Prior to joining Day Pitney, Joan was an associate at an international law firm, where she represented banks and other institutional lenders in debt financing transactions in the technology and life sciences sectors.
