Harold Blinderman was quoted in an article, "Air-conditioning industry scrambles in HFC ruling's wake," published in E&E News. The article discusses a recent federal appeals court decision which held that the United States Environmental Protection Agency (EPA) lacked the statutory authority to issue a 2015 rule that sought to prohibit in many instances the use of hydrofluorocarbons (HFCs) in a variety of products, including aerosol cans, car and truck air conditioners, and commercial and industrial refrigerators. Blinderman said an appeal of the ruling could come from the chemical industry, which supported and invested in the HFC phaseout, or from environmental organizations. Blinderman added, "What may be more likely is that EPA goes back to the drawing board and works with industry and others to develop a rule that doesn't overtly seek to expand EPA's authority under the Clean Air Act."
