Cindy Karlson and Harold Blinderman co-authored an article on new legislation reshaping Connecticut energy and environmental oversight that appeared in the October 3 issue of the Connecticut Law Tribune. Legislation passed in June created a new Department of Energy and Environment Department (DEEP), which combines the departments of Environmental Protection and Public Utility Control while also taking on additional responsibilities. The legislature also created a new brownfields remediation and revitalization program that aims to make development more appealing and regulation easier.

On July 15, the New Jersey Supreme Court issued its much awaited decision in Christian Mission John 3:16 v. Passaic City. The court granted certification on an appeal from the Appellate Division, which affirmed a decision of the Tax Court rejecting a property tax exemption for a church in the City of Passaic.
