U.S. Owes Health Insurance Plans Billions in Risk Corridor Payments, Complaint Says

Bill Goddard was quoted in an article, "U.S. Owes Health Insurance Plans Billions in Risk Corridor Payments, Complaint Says," in Bloomberg BNA's Health Law Reporter. In the article, Goddard discusses Health Republic Ins. Co. v United States, Fed Cl., No. 16-259, a complaint that alleges that the US government owes unpaid risk corridor payments to the insurers.  Originally 23 co-ops offered plans through the Affordable Care Act, which mandates that the government pay insurers pursuant to three different programs designed to compensate them for greater than expected risks. However, heavy losses and the failure of the government to make expected risk corridor payments have led co-ops that provided plans on the exchange to leave the market.
