The topic is one that energy suppliers and consumers have been grappling with for some time. As more companies adopt "net zero" and "100% renewable" goals, states set increasingly aggressive greenhouse gas reduction targets and RPS requirements, and the federal government shows signs of getting into the fray, the authors examine the increasingly important question of how voluntary commitments and claims interact with mandatory requirements – and where the gaps remain.
