James "Jamie" Blackburn handles a range of energy matters, including regulatory litigation focused on both electricity and natural gas matters. He represents clients in proceedings before the Federal Energy Regulatory Commission (FERC), the Department of Energy (DOE) and federal courts. He is a member of the team of lawyers serving as general counsel to the New England Power Pool (NEPOOL), a regional utility consortium engaged in the wholesale markets for electrical power.
While at George Washington University Law School, Jamie served as the Senior Projects Editor of the George Washington Journal of Energy & Environmental Law and a law clerk with the FERC’s Office of Administrative Litigation. He also was a judicial clerk intern for the Honorable Ricardo M. Urbina of the United States District Court for the District of Columbia.
Represent stakeholders at FERC and in the United States Circuit Courts of Appeals in litigation involving the distribution of refunds and the development of remedies related to the failure of the California wholesale electric markets in 2000/2001
